
Representatives of the government and the ELN (National Liberation Army) from Colombia will be holding talks again in Quito city to resume that bilateral dialogue when it is about to expire the ceasefire between both sides.
According to the president of Colombia, Juan Manuel Santos, the new government team will travel to Quito, which is the Ecuadorean capital city, as part of the negotiations with the ELN. The team is led by the former president of the Republic, Gustavo Bell.
Antonio Gutierres, who is the general secretary of the United Nations, asked the government of that Latin American nation and the guerilla to resume the bilateral truce. A similar request was made by more than 170 academicians, peace activists, entrepreneurs and social leaders of Colombia through a public letter. It was sent to the Colombian head of state and to the first Commander of the ELN, Nicolás Rodríguez Bautista, whose nicknamed is Gabino. Both of them have expressed their willingness in terms of prolonging the ceasefire and the resume of negotiations.
The Colombian government and the ELN started their bilateral talks last February and their main achievement was to achieve a ceasefire that came into effect since October 1st.

According to RCN, there are two lawyers, a political scientist, a historian, an economist, two retired military men and a psychiatrist who are the people who are part of the team that will continue the peace-talk negotiation with the ELN in Quito.
Gustavo Bell was the vice-president of the Republic and the defense minister during Andrés Pastrana´s term and he also directed the EL Heraldo newspaper from Barranquilla city. He recently represented Colombia as a diplomat in Havana city for six years.
Angelica Rettberg, who is the political scientist and PHD in Political Sciences, runs the Researching program on Armed Conflicts and Peace Construction of Los Andes University while it is planned the researching program about the armed conflict, making of peace and Global Studies on Security.
Socorro Ramírez, on his part, who is a graduate in History of the National Pedagogic University and a PHD in Political Science, has a doctorate course of University of Sorbonne from France and it is linked to the armed conflict in Colombia.
In 2009, he was a member of the local Foreign Affair Mission of Colombia and she is the main professor of the Political Studies and International Relations.
The general Freddy Padilla León, aged 69, was the commander of the Military forces and the Ministry of Defense in 2009. He is the industrial engineer of the University and she has a master´s degree in Political Studies. He was the representative of Colombia before the office of the United Nations and other international organizations at its venue in Vienna as he was the candidate for the Senate of the Colombian Republic.
The general, Carlos Rojas Tirado, who was recently the commander of Disarm Verification group and the reintegration with Revolutionary Armed Forces of Colombia and the People Army (FARC-EP). He is the political scientist of the University of Chile and he has what is called the general Staff which was received by high-ranking officials who were in charge of leading an armed forced.
Carlos Rojas Tirado was the commander of one of the units more important ones in the middle of the conflict of Colombia and a member of the United Nations as a representative of the Army of Colombia before the Military Commission of the armistice.
Alberto Fergusson, who is a psychiatrist and psychoanalyst of the University of Rosario, has been part of the commission of medical studies and he described the Theory on the Rehabilitation of the serious mental illness. He worked as the chief of the mental health of the Health Secretary in Bogotá.
José Noé Ríos is an economist of the Jorge Tadeo Lozano and carried out some studies in France about the institutional strengthening.
In 2011, José Noé Ríos coordinated the observatory of Social and Work conflicts of the Ministry of Work and he has been the vice ministry of work issues on six occasions.
Alejandro Reyes Lozano is a lawyer and philosopher who has been the advisor of the High Peace Commissioner. He participated in the related negotiations with the FARC-EP guerrilla and he has carried out many projects for the peace consolidation.
