Miguel Díaz-Canel, President of the Councils of State and Ministers, reiterated his call for the improvement of the quality of works in general at the annual balance assembly of the Ministry of Construction (MICONS).
The management of the processes has to be more effective because it is a sector very involved in the national economy, said Díaz-Canel Bermúdez at the meeting, which was attended by the Commander of the Revolution, Ramiro Valdés Menéndez, member of the Political Bureau of the Communist Party of Cuba and vice-president of the Councils of State and Ministers, as well as a large group of guests.
He insisted on the need to eliminate blotchiness, obstacles, bureaucracy and delays, especially in the procedures of housing, with a view to adequate final results after the completion and delivery of houses with greater demand and control for the enjoyment of citizens.
Although work is carried out in tense and complex conditions, he added, it is essential to render accounts to the workers, through social communication for the defense of ideas, to know the impact of what is done on site and to computerize planning, the workforce, and whatever resources are necessary.
It is also vital to fight against cases of corruption and illegalities, exchange and projection with universities for the training of skilled workforce and the application of advances in science and technology in innovation, he stressed.
He mentioned the Housing Policy in Cuba and its program for the recovery of the housing deficit in a period of 10 years, from the production of materials at a local scale at the municipal level and even in the districts, because it is the most complex social problem in the country.
Valdés Menéndez referred to the formation and training of the qualified labor force, around which he pointed out that it is not enough to have a reserve of personnel, but that it is necessary to choose from where, particularly among the outstanding ones, in a movement in which the National Union of Construction Workers must be involved, with adequate moral and material stimulation.
René Mesa Villafaña, Minister of MICONS, said that there are large reserves to be exploited in the sector and exemplified with the fact that there is a lack of intermediate leaders and cases of organizational problems in the facilities in the construction phase, which influence more than the lack of resources.
In the annual assembly of the organism were analyzed the positive results in values of its business system in construction and assembly for investments, maintenance as well as projects, design and others, but the indexes of material consumption, cement for concrete and mortar were considered excessive.
Its main programs are related to Industrial Works, Roads, Hydraulic, Tourism and others, while between the state sector and the population were completed 30,437 homes, 8,610 more than in 2017.
However, deficiencies persist in the provinces in terms of technical preparation, quality control, and compliance with schedules, budget execution and quality of information.
