Why then does it threaten coercive reprisals against the government of any country that allows the export of fuel to Cuba from its own territory?\u201d<\/p>\n\n\n\n
The deputy minister acknowledged the technological challenges facing the national electrical system, but stressed that \u201cit is impossible to conceal the criminal and ruthless effect of the collective punishment imposed by the U.S. government on the Cuban people.\u201d<\/p>\n\n\n\n
Cuba maintains its sovereign right to import fuel from any nation with which it chooses to establish trade relations, without accepting external pressure or coercive measures that seek to limit its capacity for international negotiation.<\/p>\n\n\n\n
