{"id":11344,"date":"2026-05-28T02:32:31","date_gmt":"2026-05-28T06:32:31","guid":{"rendered":"https:\/\/www.radiorebelde.cu\/english\/?p=11344"},"modified":"2026-05-28T02:32:33","modified_gmt":"2026-05-28T06:32:33","slug":"colombia-is-experiencing-the-largest-agrarian-reform-in-its-history-says-petros-minister-in-china","status":"publish","type":"post","link":"https:\/\/www.radiorebelde.cu\/english\/colombia-is-experiencing-the-largest-agrarian-reform-in-its-history-says-petros-minister-in-china-28052026\/","title":{"rendered":"Colombia Is Experiencing \u201cThe Largest Agrarian Reform in its History\u201d, Says Petro\u2019s Minister in China"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Global Forum on Poverty Reduction and Development, held this Wednesday (27) in Beijing, had its program marked by the announcement of the creation of the Global Partnership for Poverty Reduction and Development (GPPAD), a new international platform that brings together China, 53 countries and nine international organizations around a global agenda to combat poverty and promote rural development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with <strong>teleSUR<\/strong>, the Colombian Minister of Agriculture, Martha Viviana Carvajalino Villegas, stated that the country is experiencing <em>\u201cthe largest agrarian reform in its history\u201d<\/em> and highlighted that the transformations in the Colombian countryside are connected to a broader reconfiguration of global development, especially from new forms of South-South cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>RELATED: <a href=\"https:\/\/telesurenglish.net\/colombia-1-4-million-to-vote-abroad\/\" target=\"_blank\" rel=\"noreferrer noopener\">Colombia: More Than 1.4 Million to Vote Abroad, Overseas<\/a><\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister stated that the recent experience of cooperation between Colombia and China has opened new avenues for rural development and the strengthening of peasant agriculture. According to her, Colombia\u2019s accession to the Belt and Road Initiative, signed during President Gustavo Petro\u2019s visit to Beijing a year ago, has expanded exchanges in areas such as science, technology, and rural development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cWell, just a year ago, President Gustavo Petro was here in China signing Colombia\u2019s accession to the Belt and Road Initiative with President Xi Jinping. Since then, we have been able to build significant exchange programs in science, technology, and rural development, based on a common goal: strengthening peasant agriculture\u201d,<\/em> she stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino highlighted that Colombia has sought to learn from the Chinese experience in rural revitalization and poverty reduction. <em>\u201cWe learned from China\u2019s comprehensive rural revitalization, not only because it lifted some 800 million people out of poverty, but also because of the development of the countryside and the recognition of the people who work the land, which is precisely the purpose that Colombia has been promoting for a long time\u201d, <\/em>she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She stated that bilateral cooperation has also advanced in technical areas related to agricultural trade. <em>\u201cThis week we had a meeting with the Director of Customs of China, which allowed us to strengthen this relationship and sanitary diplomacy to find these agri-food markets\u201d,<\/em> she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the minister, expanding the presence of Colombian food in the Chinese market is part of a broader strategy for rural development and combating illicit economies.<em> \u201cFinding more Colombian food in China means, for Colombia, strengthening its agricultural production and a common goal we have: the fight against drugs<\/em>\u201d, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino explained that the country is undergoing a process of replacing illicit crops with legal agricultural production. \u201c<em>Colombia has one of the largest coca productions, which is now beginning to be replaced by cocoa and coffee, which are starting to enter the Chinese market and overcome major agrological and foreign trade challenges<\/em>\u201d, she stated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hunger and Poverty at the Heart of International Cooperation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino also stated that Colombia has been following international initiatives to combat poverty and hunger, highlighting the coordination of different countries, including Brazil, in building a common agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>Colombia has been following all the efforts that have been driven by different countries, such as Brazil, in forming an alliance against poverty and hunger. We support this alliance driven by China because there is no other way besides joint and global work\u201d<\/em>, she stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the Minister, the relationship between hunger and poverty is structural and inseparable within development strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>For us, the fight against hunger is the fight against poverty. Finding what can be developed, in a just logic, within agri-food systems; guaranteeing food supply and restoring dignity to those who work the land is the essential premise for fighting hunger\u201d, <\/em>she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She highlighted that the current international scenario demands greater cooperation between countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cI think today we have found a common path. What we see here is very strong. There is a global inflection point: the climate crisis, wars, and the fragility of multilateralism show us that it is necessary to rebuild the global community\u201d<\/em>, she stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino further reinforced the political character of the message sent from the forum in Beijing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cBeing here today allows us to send a message to all the nations of the world to reinforce these objectives of working together. And to advance rural development as a fundamental strategy in the fight against poverty and hunger\u201d,<\/em> she concluded.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Regional Integration and Agrarian Reform in Latin America<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino also highlighted the role of Latin American integration at a time of redefining regional cooperation mechanisms. She recalled that Colombia recently relinquished the presidency of the Community of Latin American and Caribbean States (CELAC), now under the leadership of Uruguay, in a context that demands a review of traditional forms of articulation between countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>Today, integrations in the world are becoming more complex and need to be rethought. What President Gustavo Petro has proposed to the Latin American community is precisely to rethink the way we meet<\/em>\u201d, she stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister emphasized that, despite the region\u2019s political diversity, there are important convergences around a common agenda involving countries such as Brazil, Mexico, Uruguay, and Colombia, especially in the area of \u200b\u200bland and agri-food systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>We are 33 countries with distinct perspectives, but today we have a common commitment in countries like Uruguay, Mexico, Colombia, and Brazil: to redistribute land to strengthen agri-food systems based on a logic of justice, resilience, and sustainability in the fight against hunger<\/em>\u201d, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino also highlighted the Second International Conference on Agrarian Reform, held in February in Cartagena de Indias, in the Colombian Caribbean, with the participation of more than 100 countries and 52 official delegations. The meeting was driven by an agenda initiated by Brazil two decades ago and resulted in the Cartagena Pact Declaration, focused on land, life, and rural development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere we have a common agenda that confronts us with the challenges of the climate crisis, hunger, poverty, and Latin American unity,\u201d he stated.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Crisis of Multilateralism and \u201cPact For Life\u201d<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Carvajalino stated that the world is going through a moment of geopolitical instability and weakening of multilateral institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em>Multilateralism seems to be in crisis, and the decision of progressivism in the world is to rebuild it, based on mutual respect, equality between states, and the self-determination of peoples\u201d<\/em>, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She added that recent conflicts in different regions of the world reinforce the need for rapprochement between countries and for valuing human dignity above economic interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cWhat we see in the Latin American Caribbean and the Middle East is the need to return to rationality, to understanding, and to place respect for peoples and human dignity above any economic interest\u201d<\/em>, she stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister concluded by highlighting what she called a global historical turning point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cThe question is whether this humanity can face more wars or whether we are facing a turning point. Either we rebuild ourselves, or we move towards a world of more death. Colombia\u2019s bet is on the pact for life\u201d,<\/em> she said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">China Launches Global Partnership Against Poverty and Strengthens International Cooperation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This Wednesday\u2019s Forum marked the announcement of the creation of the Global Partnership for Poverty Reduction and Development (GPPAD), presented as the main institutional outcome of the meeting. The initiative was jointly established by China, 53 countries, and nine international organizations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the forum\u2019s opening, Chinese Vice Premier Liu Guozhong stated that it is<em> \u201curgently necessary\u201d <\/em>to broaden international consensus and accelerate global efforts to reduce poverty. He advocated for coordinated action among countries, strengthening the exchange of experiences in poverty eradication, and expanding the role of technology and markets in development strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liu also highlighted that China will support the new partnership through political dialogue, technical demonstrations, and capacity building for professionals from developing countries, as well as small-scale cooperation projects, described as <em>\u201csmall but smart.\u201d<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forum brought together representatives from various countries and international organizations and has established itself as one of the main global platforms for debate on poverty, rural development, and food security.
