The United Nations General Assembly held an additional debate on Tuesday in New York on Agenda Item 38, \u201cNecessity of ending the commercial and financial embargo imposed by the United States of America against Cuba,\u201d following the affirmative vote of 136 states on the motion of censure presented by the United States delegation.<\/p>\n\n\n\n
Cuban Foreign Minister Bruno Rodr\u00edguez Parrilla, in his motion of order, asserted that \u201cit is surprising that the Assembly presidency did not call for order, given that the US diplomat was making an intervention that was not procedural in nature.\u201d<\/p>\n\n\n\n
\u201cOn what basis, under what rule is a substantive debate being held without the General Assembly having agreed to it?\u201d questioned the Cuban foreign minister.<\/p>\n\n\n\n
He also questioned: \u201cOn what procedural rules is the United States\u2019 inappropriate conduct based, and on what basis does the Assembly allow it?\u201d<\/p>\n\n\n\n
The multilateral body examined Havana\u2019s request for an exchange on the humanitarian and regional security consequences of the tightening of the U.S. embargo.<\/p>\n\n\n\n
The proposal received the support of 136 member states, while nine voted against and 30 abstained, thus authorizing the debate to take place in the General Assembly plenary.<\/p>\n\n\n\n
