Last month, the U.N. General Assembly adopted a landmark resolution creating two bodies for AI governance: a Global Forum and an independent scientific panel of experts. These institutions represent the largest and most formal multilateral attempt to date to establish a global framework for AI oversight.<\/p>\n\n\n\n
On Wednesday, the U.N. Security Council will convene an open debate on AI governance, asking: \u201cHow can the Council help ensure the responsible application of AI to comply with international law and support peace processes and conflict prevention?\u201d<\/p>\n\n\n\n
On Thursday, Secretary-General Ant\u00f3nio Guterres will launch the Global Dialogue on AI Governance \u2014 a platform for governments and stakeholders to share ideas and solutions. The Forum will meet formally in Geneva in 2026 and in New York in 2027.<\/p>\n\n\n\n
Recruitment will begin for 40 members of the scientific panel, including two co-chairs \u2014 one from a developed country and one from a developing nation. Comparisons have been drawn with the U.N.\u2019s Intergovernmental Panel on Climate Change and its annual COP meetings.<\/p>\n\n\n\n
\u201cThis is a symbolic triumph,\u201d said Isabella Wilkinson, research fellow at Chatham House. She added, however, that \u201cin practice, the new mechanisms look like they will be mostly powerless,\u201d questioning whether the U.N.\u2019s process can match the speed of AI development.<\/p>\n\n\n\n
Ahead of the meeting, a coalition of experts \u2014 including senior staff from OpenAI, DeepMind, and Anthropic \u2014 called for governments to adopt \u201cred lines\u201d for AI by the end of next year. They argue for \u201cminimum guardrails\u201d to prevent \u201cthe most urgent and unacceptable risks\u201d and for an internationally binding agreement on AI, comparable to treaties banning nuclear testing and biological weapons.<\/p>\n\n\n\n
\u201cThe idea is very simple,\u201d said Stuart Russell, AI professor at the University of California, Berkeley. \u201cAs we do with medicines and nuclear power stations, we can require developers to prove safety as a condition of market access.\u201d He proposed a \u201cframework convention\u201d flexible enough to adapt to AI\u2019s rapid evolution and suggested a model similar to the International Civil Aviation Organization, ensuring global coordination and shared standards.<\/p>\n\n\n\n
