Cuba’s UN representative reaffirms island’s commitment to safe migration

Ernesto Soberón Guzmán, Cuba’s Permanent Representative to the United Nations, reaffirmed the island nation’s commitment to the objectives of the Global Compact for Safe, Orderly and Regular Migration during the Second International Review Forum on Migration, held from May 5 to 8 at UN Headquarters in New York.

The Cuban diplomat highlighted on Wednesday the importance of the Global Compact as the first global agreement on international migration, based on cooperation among States and the protection of migrants’ human rights.

He reiterated Cuba’s political will to continue promoting the implementation of its objectives in the corresponding multilateral and regional forums.

Ernesto Soberón denounced that the intensification of the economic, commercial, and financial blockade imposed by the United States government against Cuba, including the energy embargo, exacerbates the demographic and migration challenges facing the nation.

He pointed out that Washington uses migration as an instrument of aggression against Cuba, through policies of preferential treatment for Cuban citizens who arrive irregularly in U.S. territory.

Cuba’s UN representative emphasized that the United States systematically violates the bilateral migration agreements signed with Cuba, which encourages irregular and unsafe migration flows and favors human trafficking networks, endangering the lives of migrants.

Despite these difficulties, the Permanent Representative highlighted the actions undertaken by Cuba to promote safe, orderly, and regular migration, including the implementation of the Policy for Addressing Demographic Dynamics, aimed at tackling the root causes of migration and fostering the participation of Cubans residing abroad in national socioeconomic development.

Ambassador Soberon also pointed to the approval in 2024 of new laws on migration, immigration, and citizenship, as well as the official publication of their implementing regulations. These laws facilitate family reunification, promote circular migration and return migration, protect property rights, and encourage investment by Cubans residing abroad.

Cuba reiterated its willingness to continue strengthening bilateral and multilateral cooperation to guarantee stable, safe migration flows that respect the sovereignty of states and the human rights of migrants.
