The initiative seeks to establish explicitly in the constitutional text that these posts of popular representation must be held exclusively by Mexican citizens by birth.
The Mexican President argued that current legislation contains gaps that allow sitting authorities to maintain citizenship of other countries at the same time, which in her view creates a duality of geopolitical commitments.

National sovereignty demands that the loyalty and supreme interest of those who lead the executive branch rest solely with the Mexican nation, Sheinbaum said. The measure aims to prevent possible vulnerabilities to foreign pressure or interference.
Under the legal project, the renunciation of a second nationality must be formalized at the moment of registering the formal candidacy before electoral bodies. According to the executive’s proposal, the rule would shield the exercise of political command and guarantee that primary patriotism prevails in strategic decisions of the State.
Asked about the impact on opposition figures based abroad, the Mexican President pointed to the ethical and operational difficulties involved in seeking high public responsibility from outside the country. The initiative now moves to debate in the legislative chambers, where the ruling bloc will seek to consolidate this eligibility requirement for future electoral processes.
In previous days, Sheinbaum said that those who hold public functions have the ethical obligation to prioritize the needs of citizens over any political or individual aspiration. Through her official channels she emphasized that no particular interest should be placed above collective well-being and the State.
No Prior Consultation
The declaration came hours after Rubén Rocha Moya resumed his duties as governor of Sinaloa, following a 112-day leave derived from accusations by U.S. authorities over his alleged links with organized crime structures. During an institutional event at the National Agrarian Registry, the President told journalists that she learned of Rocha Moya’s return at the same time as the public, through social networks. She categorically ruled out prior communication or consensus on the regional leader’s decision.
In a message published on the platform X, Sheinbaum warned about the risks of government exercise devoid of guiding values. She stressed that command responsibilities are temporary while commitment to the homeland remains indefinite, and that popular sovereignty cannot be instrumentalized for particular projects.
The constitutional reform now follows the ordinary legislative route. The ruling bloc holds majorities in both chambers, which points to a fast legislative track, but the proposal will also face public scrutiny before the next electoral cycles. The coming discussion will define whether the exclusivity of Mexican-born citizens becomes a permanent rule for the country’s highest positions.
