NAM Expresses Concern over Threats Against Venezuela in the Caribbean

The Foreign Ministers of the Non-Aligned Movement (NAM), meeting at their 19th Midterm Ministerial Conference in Kampala, Uganda, expressed their deep concern over ongoing developments in the Caribbean region.

At the meeting, the foreign ministers recalled the Communiqué issued by the Coordinating Bureau on September 19, 2025, and regretted that, since then, the situation on the ground has only worsened, including as a result of the deployment of additional extra-regional military forces and resources, along with new hostile actions, intimidating threats, and even more aggressive rhetoric.

They also took note of the recent debate on this issue in the United Nations Security Council, which led to a shared understanding of the need to strictly adhere to the purposes and principles enshrined in the UN Charter, the norms of international law, and dialogue and diplomacy as the most appropriate means to address and overcome, in a spirit of cooperation and solidarity, any issue of common interest or concern.

The foreign ministers called for maximum restraint and for extra-regional powers to desist from their irresponsible behavior. They warned that any further deterioration of the current situation, including as a result of a direct armed attack against the Bolivarian Republic of Venezuela, risks having a spillover effect on the entire region, which in turn would undermine its status as a Zone of Peace.

They reaffirmed their firm determination to defend the principles of sovereignty and equality of States, territorial integrity, non-intervention in the internal or external affairs of States, the peaceful settlement of disputes, and abstention from the threat or use of force against the political independence of any State.

They also expressed their solidarity with the People and Government of the Bolivarian Republic of Venezuela, to the extent that they adopt all measures they deem appropriate, within the framework of international law, to guarantee the defense of their nation against any act of external aggression, as well as the sacred right to peace and life of its population.
