New regulation on social communication comes into force

The Institute of Information and Social Communication (ICS) announced the effective implementation this Wednesday of Resolution No. 9 of 2025, concerning the registration of serial publications and websites.

Jorge Legañoa Alonso, the Vice President of the ICS, stated that this decision should be viewed as a part of the implementation of the Communication Law, which has already marked its second anniversary.

The regulation comprises eight chapters, five specific clauses, and two concluding provisions.

It covers a range of issues, including the establishment and operation of the system, the principles, the procedures, collection and payment, the availability of information, and the process for handling complaints.

According to Ana Luisa Cabrera Toledo, the head of the ICS’s Serial Publications and Websites, this procedure is a prerequisite for inclusion in the ISSN International Register, which enhances the reliability of the material.

The expert stressed that, although this measure is a comprehensive process that encompasses individuals who are merely passing through the country, it will be applied to those who have either permanent or temporary residency.

Furthermore, entities that offer publishing, reproduction, distribution, or circulation services in the digital realm through hosting-related services are restricted to providing these services exclusively to websites and publications that have been previously registered.

A timeframe of 180 calendar days has been set from this Wednesday for each holder who has not yet registered, and for all those who were already registered when they were affiliated with the Ministry of Culture to reconfirm their registration.

This regulation, published in the Official Gazette, allows for online access from authorized telecommunications service providers.
