The UN Human Rights Council (HRC) assessed on Wednesday in its plenary session the impact of the U.S. policy of economic strangulation against Cuba and the violation of international law by this blockade.
The assessment of Washington’s aim to strangle the Cuban economy was based on a report presented to the HRC, which included factual evidence of the hardships caused by this policy, reinforced by an energy blockade imposed last January.
The report by the Special Rapporteur on the impact of Washington’s reinforced unilateral coercive measures against the island, in addition to outlining the effects of the policy of strangulation, also demonstrates its violation of UN regulations.
The United States must stop using the rhetoric of sanctions and the designation of Cuba as a state sponsor of terrorism as a political tool to isolate Cuba from international cooperation and the international financial system, the report emphasizes.
The United States must end the national emergency related to Cuba, as it is incompatible with Article 4 of the International Covenant on Civil and Political Rights, the report specifies.
Washington must also harmonize its domestic legislation with international law, including international human rights law and international law on responsibility, the report states.
“The prohibition imposed by the United States on ships of any flag entering its ports for 180 days after their entry into Cuban ports violates the Convention on Facilitation of International Maritime Traffic, in particular Articles I, II, and V,” the document affirms.
Washington is also violating international law by exercising extraterritorial jurisdiction over nationals and companies of third states for cooperating with Cuban public authorities, nationals, and companies, the Special Rapporteur noted.
During the 63rd regular session of the Human Rights Council, which began this Monday in Geneva, the report was drafted based on a Human Rights Council mission to Cuba from November 11 to 21, 2025, to directly assess the impact of the strangulation policy implemented by the White House.
